Nothing wrong with not saying what's on your mind.

At least it's better not to offend than to blurt the first thing that comes to mind and be taken totally out of context. Better to compose your thoughts and delivering a cohesive message rather than one that risks misrepresenting what you want to say.

Conservative, uncertainty and self reservation usually leads not to a coherent message that you try to deliver. If you are uncertain, then speak the truth. However, it is better to qualify what you are uncertain of so that your audience is not left guessing and may be able to assist by rephrasing their thoughts.

Be careful. I learned a long time ago to not just blurt it out. Think about what you say. Take time to yourself and ask yourself these questions...Am I saying this out of anger or hurt? Is someone else influencing how I feel? Am I going to hurt someone else by what I say? If I say what I feel is it going to help or hurt this situation? If you can hostestly answer these question and feel comfortable...then....either write it out on paper and reread what you have wrote or ask the person to talk. Explain how you feel. Why you are thinking the way you are. You might even explain that you had trouble bringing this up. You may find out you woried for nothing. Some people can let anything roll off of them and never think twice when others would get their feelings hurt over the same conversation. Good luck. It will work out.

Without knowing why you have a hard time with that, it's a little tricky to offer any suggestions. Start talking and saying what's on your mind about small things to get used to it, then build up to the bigger things. Also, look into developing better self-confidence and self-esteem. You can also look into taking assertiveness training too. Good Luck!

I have the same problem but have found that writing it down helps especially if you need to tell someone something.

Once it is out you then have a list to concentrate on to work on how you are feeling about each thing.

Write it down, that is easier then saying it. If you feel like someone needs to know what you are thinking give the letter to them. That will help you feel more comfortable saying things to them.
