She doesn't feel her puppies are safe. Are they in a very quiet room? Does she have lots of bedding in the whelping box? You need to make her feel secure before she tries moving all her puppies.

Dogs are a lot like wolfs when a wolf has babies the mom makes a comfy nest for them to sleep in by digging in the ground. All your dog needs is an old blanket or a piece of old mattress or something that she can scratch at without you having to worry about it

The mother dog is going back to her wolf instincts and is trying to make a burrow for her new pups to protect them from being eaten. It is very natural and you shouldn't stop her from doing this because she thinks she is actually hiding them and if she feels her puppies are in to much danger she may eat them.

sounds like she is looking for comfort.make her and the pups a soft warm place, some place she can have privacy and will feel safe enough to rest.
