they are to keep you on the road the big barrels infront of them slow your vehicle down slower then hitting a brick wall so you might live. the cement ones are shaped the way they are because they are susposed to send you back in to lanes of traffic i know that sounds bad but it is better because you are less likely to die and if you know what you are doing you should be able to re-gain control of your vehicle

Well depends on where and how you mean this. If you hit them they prevent you from going over and embankment. If you het them head on at the end, they are supposed to have a orange barrel at the end of each and they are made to give with the weight of your car. Hope this helps clear this up for you.
