And only for specific conditions and reasons!!

What brought the FIGURE (Only)....of islam to disrepute...is ZIONISM!!!ok??
NOT Islam ...islam is a religion of peace!!ok....islam is the light of civilization!!!...ask..Europe!!...and i think u r european.....a serb...a croatian ..or so.!!!.....but!!

I'm not sure if Usama has brought Islam into disrepute. There have always been people in history who are terrible Muslims. Islam carries on without them.
By the way... an average Muslim can not issue a fatwah. Here is a definition of fatwah:
A fatwa () plural fatāwa () , is a legal pronouncement in Islam, issued by a religious law specialist on a specific issue. Usually a fatwa is issued at the request of an individual or a judge to settle a question where ’’fiqh,’’ Islamic jurisprudence, is unclear. A scholar capable of issuing fatwas is known as a Mufti.

It has already been done. The Islamic Commission of Spain issued such a fatwah one year after the Madrid bombings. I have never seen a copy of this fatwah and, to my knowledge, none exists on the web but you can see the news stories about it. One story from the uk is at this URL:

do you know what's a Fatwah?
Fatwah is the word of our highest Molanas(priests) with whom Allah communicates. We are currently following Ayatullah Sastani, who is guiding us and telling us what to do. Even if he calls us all to summon and get united against the tortures of the West, we will.
Osama is a dummy / dol / puppet in Bush's hands whom he uses to send to places and then get into that place himself. Such jokes don't need a Fatwah. Plz!

What do you need a fatwah for?? Everyone knows what a criminal the guy is, Muslims and non-Muslims... So, what's the point of that now...

Not until pope benedict (well versed in history as he is) has the good conscience to beg and grovel for the forgiveness of muslims for the crusades in which the then pope himself led the campaigns of massacre/rape/looting/destruction/ against innocent civilian muslims living peacefully half a world away...
