if you are lucky enough to have a garden, run jump and be silly in it, though maybe bit wet for that so get her some wellies and let her splash around!
how about crayoning? i used to put down a huge sheet of paper and let my daughter scribble, though be alert in case she tries to eat them!
or if your adventurous -paint! hands fingers and feet....
take her swimming, to the park, somewhere with soft play.... blow bubbles, build bricks, play dough (though again be careful of eating it!), reading together, listening to music and singing along with silly voices actions and just messing about,
like row row row your boat, ring a ring a rosies, etc...
make some shakers from old pots and rice and let her stick stickers on.... make music together out of them and pots and pans...
let her play in bucket of water, it keeps my daughter amused for ages! especially if there are some bubbles in it!
find some free things you'd both enjoy in your area, such as some libraries have story time, or take her and chose a book together, or just stay there and read them.
try easy puzzles, you'll have to tell her which piece goes where but it gets them interested so when they are older they'll enjoy them and be more confident
i know what you mean i went crazy trying to think of things when my daughter was that age, but don't be afraid to take a back seat and just let her play by herself for a bit.
children can get simple pleasures from easy things, give her a box and let her imagination go!

As a mother of nearly 3 (i'm 8 months pregnant) at that stage my kids loved transfering from one box to another especially things like cotton reels, fir cones or duplo blocks, just get 2 boxes or tins and your away! Or you could get out the pots and pans and wooden spoons make some noise. You could draw together or chalk outside in the pavement, go splashing in the puddles, collect leafs and make an autunm picture the list is endless just let go and have fun with your daughter. Since she was a year old, my daughter has been absolutely mad about animals. Do you live anywhere near the countryside or a farm? Just taking them out for a walk seems to keep my daughter amused and the fresh air knocks her out a treat! Sometimes, out of desperatation, I've taken her to our local Pet World and we've always been able to kill a couple of hours whilst she looks at the hamsters, birds etc!
Although it's not free, you might have a toddler farm or soft play area near you that does season tickets. As your daughter is under 3 yo, you'll find that for most places, you'll only have to pay for you. I bought a season ticket to my local toddler farm which has animals, a soft play area, giant sand pits, tractor rides etc. It cost me £20 for the year and we probably go at least once a week. It's pretty much free really as its only cost me about £1.00 a trip and we can pass hours there at a time. Perhaps there's something similar near you?

I know in my town we have the YMCA, which has a financial aid program and you can get a full membership for your entire family based on what you can pay monthly, a friend of mine pays $10 a month and gets all the benefits as a full member (pool, gym, sports, kids programs, etc) they even have parent and baby or toddler classes, for all different ages.
We also have a Hands On Childrens Museum, which is my kids favorite place to go! My same friend got a sponsored membership with them, she just filled out a piece of paper, sent it in (she didnt even have to send in all the documented proof of income and every thing) and then 1-2 weeks later she received a full membership card for her whole family, so they can go anytime they want to for free.
I am sure there are other museums and things like that with similar programs. Also our city Parks and Recreation have quarterly programs and some of them are the "mommy and me" type classes, I have been in some with my 6 year old when he was a baby and I am going to get into some with my 6 month old soon. They are nice because the child gets to practice socializing with children their own age and the parents get to talk with other adults!

As a childs point of view. I grew up alone and would of sure loved to have a sister or brother to play with. It's very lonely for a child to grow up in a home alone. Yes, of course your parents love you and shower you with attention. I feel it's not the same. I always felt I missed out on sharing that bond with someone. If you have them too far apart then they may not have no one close to their age to play with. Sure all kids fight ,but I would of rather have someone to fight with then to feel so alone growing up. I had friends at school,but when I got home it was that sad feeling. My parents couldn't play with me all the time. Being an only child is lonely. I say if your ready and it's what you want then go for it. Have a little friend for your present little bundle of love. They will love each other and share a special bond for the rest of their lives. Buy the Times on Saturday, There's an article in the magazine each week on free or cheap ideas to keep children entertained( written by two mums). Also it's a week long read. No I'm not a salesman, it's really informative. £1.30 well spent

My 15 mo old daughter loves to put things inside a container and take em out. Does not matter what she has ( as long as its big enough not to choke on) She also is getting the hang of crayons (she likes to taste them sometimes too lol) Crayola makes these big fat crayons that are easy for her to hold.

Get her a plastic tea set and other dishes. Also, pots, pans, wooden spoons, any household items that won't break or hurt her. Kids also like to play with boxes and laundry baskets. They don't need a lot of toys because they have vivid imaginations and can do all sorts of things with what you have in your house.

Kids do not tire of activities like we do. She will not get sick of fingerpainting as fast as you do. Some ideas:
Rock collecting
Dancing
Playground
Hide and seek
coloring
blocks
reading
walks
paper plate masks
kicking a ball around
Google it and you will come up with lots of results as well

My son is 15 months old. He loves being on his reins walking through the vale near me. We take bread to feed the ducks and throw little sticks in the water on the bridge over the stream. I get quite bored because it's the same thing over again for me but he loves it. He decides which path we take, it's free and the fresh air tires him out. Just throw wellies on her if it's raining.
