Personally, I don't think so but how a painting is described by others may tell a lot about the viewer. I would guess that like ink blots, what a viewer sees, or wants to see, if larger a matter of his/her own personality and emotions. I've overheard people who view samples of my abstract work say, this is sad, or this is happy and then just the opposite by someone else. To me, the paintings are neutral...not having felt any particular joy, or sadness, or other strong emotion when exectuing them. However, I am open to the possiblity that mood may influence color or shape. deKooning's women certainly may be an indication of his reaction to the female gender...but what kind of man was Turner based on his landscapes? What or who I am, I contend, cannot be summed up from a momentary flash of emotion...I am a composite of behaviours chosen from a list of possibilities like: loner, gregarious, inward, outward, friendly, a woman hater, sincere, warm, honest, untrustworthy, homophobic, a queer, etc. Could you describe David Hockney if you only saw his paintings?

Painting tells about the Painter.
The tools /instruments used by a painter is very important in the kind of picture he produces. Equally important, however, is the personality of the painter himself. If you paint a horse and a cave man paints the same horse, there would be a number of differences, ranging from the structure of the horse to the tools used. Also, if you paint a tree and your kid sister did the same, there would also be lots of differences.
This goes a long way to show that different people see things in different ways. The kind of picture you paint says something about you. The horse painted by the cave man would definitely show that he is a cave man, and the tree painted by your kid sister would definitely tell that she’s a kid.Even the colours you use tell something about how you feel, that is your mood. Notice that paintings look different when you’re happy and when you are sad.
Next time you paint a picture look closely and figure out what it’s saying about you!
The painter's entire life serves as the foundation on which he builds the house of his spirit, the home of his soul, and his paintings serve not as decoration for its corners, but instead function as wonder-working icons. The human visage shapes the visage of the painter; therefore, woe to he who is indifferent to his own spiritual perfection! The superficial and the vain, the petty, the satiated, the pampered or those in need of stimulating poisons produce paintings resembling themselves, their secrets having been revealed. Perhaps the greatest education in painting might awaken their hearts; but then again it might only gild their ulcers in gold. But those people who bear within themselves goodness and the higher passions will find in the study of painting their own servants, helpers and teachers, who will help them rise high (if they aim toward the Highest) and make it easier for them to accomplish something great (if they aim toward the Greatest)
Primarily self-taught, Barbara Reid's art is an eclectic collection reflecting experimentation in a variety of mediums. "I think life is about layers – about how we add them, and then, more importantly, how we peel them off to find out who we really were at the beginning, before we layered on our pain and insecurities, our defense systems; before we built our personal story. I want to paint from my heart."(Barbara Reid's Websites BarbArt – Paintings & Photography of Barbara Reid http://barbart.dannyklancher.com/

Paintings can tell a lot about someone emotions and well being, but there is no direct guideline. You have to know more about somebodies background. Read something about Art Therapy, especialy Anthroposophical. You might be interested!

Yes people paint what they feel. IF they are sad, you get sad depressing paintings. IF they are happy, bright hopeful ones.
