Neither. Evolution is not a ladder. All living organisms are equally 'evolved'. They have all survived over 3 billion years.
A human and a bacteria are both equally evolved.

Monocots are highly evolved than the dicots because
Mostly herbs
Simple anatomical structure
Morphological characters to with stand any adverse condition
