She shouldn't be surprised that she elicited such a reaction. It would be wrong for a man do anything about it. Personally, if I'd gone to such an effort, I'd find it a compliment to get such a reaction.

Believe it or not, it depends on the guy. Is he good looking? Does she find him attractive? Does he have something she wants - such as money, status, power, etc.?
Before all you women start yelling at me, please hear me out. I agree that the above is not true of all women and I agree that the lady could just be on the way home and want to be left alone.
However, I worked in a quality, high status nightclub for over 4 years and I did a lot of the work to keep the bar running. I was essentially the manager without getting the manager's pay. Nothing was more amusing to me than to have a woman (wearing a low cut blouse and a skirt so short that she couldn't sit down or she would show her panties) come up to me and complain that some guy was ogling and staring at her and she would want me to have him stop. After this happened a few times, I realized that in each case the problem was not that "this guy" was staring, leering or ogling. The problem was that it was the "wrong guy" that was interested in her "wares". She had not attracted the guy or guys she had hoped to attract. Instead she had attracted a guy she wasn't interested in or considered a loser.
It's the same as described above. If it's the "right" guy, she may feel flattered. If it's the wrong guy, she may feel angry and sexually oppressed.
However, I must admit that once I got into my early teens, I used to do all I could to make my woodies less obvious. I always felt that until you knew whether she was interested or not, it was bad manners to make another person angry or upset. You never know under what circumstances she has had to appear in public dressed in such a manner.

I don't know really, I mean there could be Betty Boop standing behind me and I'd feel really embarrassed if I got all red and bashful and started smiling flirtatiously only to find that he wasn't looking at me.
I guess if he were young and gorgeous then I'd have to be a little complimented, but if he were old or something then I guess I'd just be embarrassed.

If you were a gentleman, you would look elsewhere and control your urges with diversions. (Difficult for a man, I know, as sex is never far from his mind.)
If the woman is a lady, I imagine she would be offended, but if she was a tarty exhibitionist, she would probably enjoy the attention. But remember, a gentleman would be looking elsewhere!.

Most of the time a woman wouldn't notice unless you made a spectical of yourself about it. I doubt most women look a men's crotches unless they are interested in the guy.

well if you smile and say sorry you can't help it she may be pleased, but it all depends on the woman, another one may kick you in the you know what so keep legs crossed.
