When a man tells you that he loves you then he does.... as far as him being to busy it might be that he doesn't really now how to balance hisd buisness life and his personal life....

your situation is all hanged up, but hey... busy with some things? this guy could be busy but try to understand him more.. like me, i found a gf who really understood me coz im a busy person, i always say i love you but i have to go... work calls...
but she never stop understanding that what im doing is for the best of the relationship...
maybe all you have to do is check it out if he's busy with some girl or busy with work (office).
then decide which actin you must plot...

He is either has string attached or not fully interested in you. A guy who is eager and interested to any girl will not use any alibi not to meet you or avoid time for you company...
