Hair is a dead outgrowth, nothing that is put topically on it has any effect on the follicles where hair growth starts. Mane and Tail is a waxy build-up type of shampoo originally intended for use on the rough and coarse hair of a horse's mane/tail.

It was developed for horses and soon became the thing that all the rich horsewomen used.
