LEDs used for flashlights may only use 2 - 4 watts.
More important question is how much light is produced.
For 9 LEDs light output is about 40-50 lumens.

it would depend on how many candela each led produces. I have seen quality led flashlights that have one led that are brighter than crappy ones that have 17 leds. Without knowing that, you would need a meter that measures luminosity. I have no idea where you would find something like that besides an auto manufacturer (to measure actual headlight output), fed gov (same) or a university (to **** off with and waste time and money in the name of "higher learning").
