Travel to where, from where?
You may need to obtain a "Waiver", which will allow you to travel outside of the United States (I'm guessing that's where you live:) But it also depends on what your felony conviction was, and whether you have "roots" (steady job, mortgage, family, business) at home that would make you less of a flight risk) You have to assure the state that you are going for a set period of time only. You need to talk to a lawyer or an immigration specialist... you really haven't given enough information in your question

as long as the case isn't pending (that means you can't be on probation either!) then you should be able to obtain a passport.
