For your price range I would suggest the Toyota Celica GT-4

Get a used rally car. That way you'll already have the safety parts installed. Rally racing websites like specialstage.com often have classified ads where you can buy one.

If you're looking to start from scratch, I'd you may want to start in Group 2 if you're in the United States. These are around 2 liters, naturally aspirated, and 2 wheel drive. Get something cheap, reliable, expendable, and easy to find parts for. I've heard of people running all sorts of odd beasties there - Dodge Omnis, VWs of all sorts, Toyota MR2's, and Volvo 240's are some examples that stick in my mind.

If you want a turbocharged, all wheel drive beasty, though, your best bet would be an Eclipse GSX or its Eagle and Plymouth cousins.

it depends, if u want a small 2 door car, try the toyota stalet, thats under 5 unless u get the FX-16 which is a 4 cyl 16 valve, n save the rest for after market parts

if its a coupe, go for one in the nissan factory, maybe a nissan pulsar, or check the following address.

good luck, good buy
