Don't say "je signifie". It sounds ridiculous. It should be used with "it", not a personal pronoun.

You're right, "je signifie" is wrong. "Signifie" would be okay for "the word means" but not "I mean".
Je voulais dire (I wnated to say) or J'aurais du dire (I should have said) if it was a fairly big mistake, but for a small slip of the tongue like that, I'd probably go with "c'est à dire" (that is to say).
