Consider how the Bush administration acted when they wanted to go to war with Iraq. They couldn't shut up about how dangerous Iraq was, and how urgently something had to be done, and constantly dropped hints that Saddam was involved in 9/11.
In contrast, the Bush people are not going out of their way to bring any attention to North Korea. They seem to want to ignore the problem. So I would say they're not planning to go to war.
As for whether some future President will take the US to war with North Korea, it's anybody's guess. I think there are too many variables to even try to guess.

I doubt that there will be many wars in the traditional sense, like WWI or WWII; no one has the sheer power to confront the USA and it's allies at this point (sans France, and they are on another planet it appears).
Police actions, skirmishes, hand slapping, boycotting seems to be the war of these times; not IF someone drops a nuclear weapon on a US Ally, mmmm maybe that nation may cease to exist. Who knows.

I don't think so. Nuclear countries are not interested in conflicting. Even U.S. & North Korea.
