Making out is just a lot of french kissing. Might involve some over clothes petting, but wouldn't really go farther. I think it's called "snogging" in England.
My mother told me that it was the same as "making love" when I was about 12 and it took me some time to get the truth straight.

I'm not sure what it means in todays world. It didn't used to include sex. Making out was usually kissing and deep kissing. Necking was kissing and biting or kissing on the lips and neck. Feeling her up .. meant feeling her breasts .. but usually through the clothes. Good Luck! :)

making out does not include sex, it's more like foreplay, it can lead to sex but need not necessary lead to sex. people can just make out and not have sex in the end.
