He's been doing this since we got him from the original owner. I know people with cats, they've never done it, and either has my other cat. Is it something normal?

He's probably just cleaning himself. Or maybe it itches and that's how he tries to scratch it. I don't think I've ever seen a cat scratch their tail with their nails. Try checking him for fleas. This is just a guess though.

I've never had a cat that doesn't do that. My current seems to have fights with her tail and has to hold it steady to lick it.

He is cleaning his tail... My cats do this everyday. Cats are very clean animals

The cat is just over protective of its appearance. He or she wants to look its best.

your cat lick his or her tail because all cats do that so that they can clean their self and they do it to they think that they are clean.
