i really like this girl but she has a boyfriend. im pretty good friends with her. should i tell her i like her or what?

if the relationship is on the rocks or you know he is a jerk then i would say maybe only cause some girls need saving. if the relationship is good then kick back hold your peace for a little while longer your time will come

Yes you should always be honest about you feelings, because if you really consider yourself to be her friend then you owe her that much, just be prepared for either her to share the same feelings, or respect you more for being honest.
