Let's think about this. The purpose of a condom is to keep sperm from getting into your partner. You put on a condom, have sex, and fill the condom with sperm.
If you turn the condom inside out, the part of the latex tube that covered you is now outside, and exposing your partner to... sperm.
Reusing a condom by turning it inside out kindof defeats the purpose, wouldn't you say? And either getting your partner pregnant or sharing a disease by saving a few pennies is REALLY not smart.

YUK. Why would you want to? If you're that poor that you can't afford one, maybe you ought to just do us all a favor and keep it in your pants, or touch yourself instead, so we don't have to pay for your unfortunate offspring because sticking your dick in something with a used condom makes sense to you. The word abstinence ever occur to you? Responsible sex ever occur to you? Obviously not. Guess I just gotta keep paying taxes so I can pay for your moronic offsping in the welfare lines. Can't afford a condom, however will you be able to afford child support? By the way, did you even bother to get a GED? Don't they offer sex education and hygiene classes where you are?

Latex is actually really fragile. If you put any cleaning chemical on it, including vinegar it will tear.
Good on you for wearing condomns though. Find yourself somewhere that will supply them free, try family planning or a community health centre.
