Well, its not a simple topic... there are communities in the United States that have crime-prevention programs that educate the residents and especialy the children about illeagle activities that are quite common such as drug dealing or theft. Basicly its just a whole bunch of people getting organized to call 911 when they see something strange and give druggies a hard time in shops so they move away.
A better example of what I think you realy refer to would be Haiti, its a very poor country that just cant get organized in the way that more developed countries such as UK, Spain, US, etc are. By that I mean that there are if many 2 or 3 cities with police. In other places theres usualy military police, such as the border. So basicly most of the remote towns dont have any form of law other than the ones they decide to put up, and if you brake one, such as stealing, its up to the community or a "high council" to decide punishment, could be a beating, giving something to whoever you stole to, stoning, working withought pay, etc...
These are 2 very diferent examples, but I'd say thei're valid

There is no solution to organized crime in any country, when one family is taken down another one takes over. community-based crime prevention is good on crimes like prostitution, drugs, etc but only a progressive federal task force can do anything to control organized crime.
