Everyone is responsible for their own actions. One who wants to harm someone, steal etc. can't say "so and so made me do it" To me my conscience comes from my beliefs.I know what's right from wrong and when I do wrong I feel very guilty over it.
Even if someone doesn't believe in God somewhere deep inside they have the belief of being a good person that reaches out to the world in any way they can.Being an honest, decent, caring person is a belief in its self and I always believe there is more good in this world then bad.We just have to reach out a little more than we all do.

Yes, full responsibility. But like a lot of spiritual or religious concepts, personal responsibility is part of the much larger whole, and simply cannot be explained or understood outside of that context.

Your spelling is forgiven. Your questions are well thought out, and easily understood in spite of an occasional misspelling.

Islam believes that every person is accountable for his/her own actions. Not a single person is exempted from this. We all have to answer to God on Judgement Day.
