I agree with the others that they may not be bruises if they truly haven't gone away in 4 years. But have your doctor checked you for anemia and auto-immune diseases.

Most likely, those are not bruises. Bruises go away.
The discoloration is probably due to a breakdown of the skin, and that could be caused by many, many things.
Only a dermatologist will be able to diagnose you, but I have some ideas of what it could be (because I have a similar condition).
One thing it could be is called Pretibial Myxodema. Another is Granuloma Annulare. Another is NLD-which is usually found in people who have diabetes, or a family history of diabetes (but not always). All these conditions cause "bruise" or "scar" looking skin on the front of shins (and there are many more). You might want to look these things up. Google is our friend!

Lousy diet would be my first guess. Start eating 1 cup of strawberries or blueberries every day, or eat 1-2 oranges every day, or drink 2 large glasses or orange juice every day. If it doesn't go away - go see a doctor. I had this problem, and the increase in natural vitamin C from the fruit made the bruises disappear in less than a week. And now I don't get bruises anymore unless I really hurt myself.

I would ask a doctor first.
I have had a bruise on my ankle for 10 years now. I got it when a girl kicked me during a soccer game. I went to the doctor and he said that she kicked me so hard she burst the blood vessels and "tatooed" my skin.

bruises that do not go away ; sometimes is a vitamin C deficiency.
are you taking a one a day vitamin? also take Orange juice in the mornings and eat things that contained vitamin C or take vitamin C
tablet.

Could it be that you keep banging yourself in the same areas and are bruising easily if so it could be something in your diet, medication? etc, etc, etc, It's always safest to consult with a Doctor. Peace!
