Yes it is drunkeness is a sin.

Romans 13:13-14:
13 Let us walk honestly, as in the day; not in rioting and drunkenness, not in chambering and wantonness, not in strife and envying.
14 But put ye on the Lord Jesus Christ, and make not provision for the flesh, to fulfil the lusts thereof .

Is it a sin for a non-Christian? Maybe the same sin as eating too much and becoming obese. The Bible says all in moderation, however, do not alter your mind... NO DRUGS!!!

The bible says it's not what goes in the body, but what comes from the heart. But it does say to be a drunkard is a sin. But drinking is a good way to destroy your life. And it is not a good witness.

yes. The Bible condems drinking to excess. It doesn't tell where to draw the line between being sober and being drunk, so we have to decide for ourselves if we are going to take that risk. It is a sin to get out of control or to allow yourself to be out of control.
You're asking on someone else's behalf, aren't you? Someone you know wants to get drunk and you want people to tell you it's wrong so you can tell your bf I mean friend not to do it.
It's okay to have a couple of drinks if you're old enough, as in over 30, because you know that you can have a couple and not get out of control or do stupid things with machinery.
To care about your friend, ask him I mean them to stay in control of himself and offer to drive home.

Don't worry about sins if you are a Christian....focus on serving God and your identity in Christ Jesus. If your focus is on pleasing and serving God you would understand that being intoxicated is incompatible with who you are. Your desire for things that aren't you (Holy) will disapear.
