I'd say probably 16-17 to actually "date". Probably around 12+ to "go out with someone", being like little stuff for fun but not really a serious relationship.

the oldness for dating someone is when you are first born. You can get a girlfriend when you are just a baby even though they do not know what are they doing.

I think when you are old enough to make your own money and be responsible enough to make decisions regarding your life and well-being then you are old enough to date.

i say 13 or 12.
but you dont even date when your 13.
you just "go out with someone"
but i think it should be when your ready for it.
