i live in a apartment,smallyards.

You could try a sign asking that people pick up after their pet maybe provide some plastic baggies haning on a sign or something, other than that I think you would have to catch people "red handed" and tell them that you don't appreciate where their dogs are doing their business.
I have the same problem in my yard and I completly understand, Drives me CRAZY to have to pick up after other peoples dogs.

A large glass container filled with fresh drinking water set out either in the center of the little yard, or along the edges. They seem to respect areas of fresh water sources.

Buy some dog deterrant and spread it around or hang it. Shake a pop can, with rocks in it, when you see them. Notify the managment. Squirt them with a squirt gun. Contact the dogs owners. Fence your portion of the yard.

complain to your building management. there are laws in place in most places that you have to clean up after your dog if it poos otherwise there will be fines. the management should get on the dog owners in you're building.

There are sensors for sale that turn on a sprinkler to scare them away. Google it.

if you are allowed to,throw bottle rockets toward them,lol,first i would call the dog catcher if they are just running loose.
