She is reported to be involved with groups that engage in illegal activities, uses dogs to solicit money, and has thumbed her nose at the judicial system. I wouldn't be surprised if she ends up removed from the list judging from the uproar in the dog community. She should not recieve yet more cash for thievery. The dog was not dying, she just didn't think it was getting enough attention, so she STOLE it! Not giving your dog as much attention as someone ELSE thinks you should is not abuse nor is it a crime.

Say you are especially busy for a month or two and weren't able to give your dog the attention you would like. Would it be ok then if she stole YOUR dog because she thought it wasn't getting enough attention???
