God loves everyone so why does it say expressly "The disciple Jesus loved"?

It is believed that "the disciple Jesus loved" was John the evangelist- the same John who gave us the Gospel of John where we hear the phrase repeated.

Biblical scholars believe John in his humility did not want to name himself.
