You can buy an electric pet fence at Lowes or Home Depot that if VERY easy to install and gives a mild shock. (I felt it, it feels like when a little tingle more than anything) I had the same problem and ran this along my side of the fence, it took about two days for my dogs to stay off of the fence, once my dogs figured it out then I loaned the fence to the neighbor who in turn did the same thing. It is inexpensive and like I said, after a couple of days can be removed. The only problem is though, another friend of mine tried it and the shock was so mild, her lab puppy (five months old) wasnt fazed at all by it and just stepped over/on it. Good luck : )

Try putting some wood where the neighbors dogs are trying to get threw. That should stop them or atleast slow them down. Also try talking to your neighbors about the problem. Maybe they could keep an eye on their dogs. If none of those works try an electric border for your fence. When the dogs come to the fence and try to get over to your yard then they will get a shocked and soon enough they will learn their lesson and leave your yard alone.
Good luck

We used to share a fence with neighbors & our dogs would run the fenceline together.
One way to discourage digging is to place something at the bottom of the fence that the dogs cannot dig through (this is used a lot for breeds like beagles who try to dig their way to china to get out of yards!)
Since you are trying to keep the dogs out of your yard & keep the fence in tact, you can try placing rocks/stones/blocks on your side of the fence, something heavy enough that the other dogs cannot push them out of the way in their digging escapades.
The easiest thing that comes to mind is cinder-block, which you can get rather cheap at your local homeimprovement store, like menards. They are made of concrete, & have a hollow core. They are not the prettiest thing, but if you chose that route, you could perhaps plant creeping shrubbery in the hollows that would spread & cover the concrete.
Also, try talking to your neighbors & see if they would be willing to do something on their side of the fence to discourage the digging. It would certainly be easier to prevent the digging in the first place, rather than trying to keep the fence from being compromised. A layer of river-bed stone along the fence on their side should keep paws from penetrating!
Hope this helps...

well if its their dogs that are getting into your yard then they should be the ones that fix the problem. I would put big ol'e rocks where they are digging until your neighbors fix the fence...you can also get some boards to put along the bottom of the fence.

Have you tried cactus or attaching a low voltage battery? Watch the dog whisperer, you need to be dominant against the fence show them its your area. Walk to the fence and follow them along the area claiming it as your own.

Putting something in the way will just cause them to move down a little further and 2X4's won't do a thing in preventing digging. You can try talking to your neighbor and having them discipline their animals or allow you to yell at them and maybe a little swat on the butt when you catch them digging.

you can try burying large pieces of wood by the fence so if they try to dig under the fence they would have to dig much deeper to get to your side and most of the time if they must dig too deep they might just stop digging.
