Feed that baby! They can start eating solid food at 4 months-try stage 2-the meat is pulvarized, so there's nothing to chew...although most kids don't really like the meats...LOL...still, your baby needs the protein, so go for it!

The best time is when they have some teeth, but also those things in the jars aren't really healthy. The first time you should try natural fruit and veggies. The first time i tried with my daughter she was 9 months and i tried those jar things she spit it out! The next day i cut up some steamed carrots and greenbeans and she loved it. It was the same thing in the jar but for some reason im told that fresh is better.

Whenever you feel comfortable doing so. I was feeding my children cans of vegetable soup deluted well and smashed with a spoon by the time they were 4 months old. So long as it doen not upset the stomach. And the only way to know what does, is to try different things in small portions. I say feed the child what it wants to eat so long as it can.
But honestly the choice is yours as to when you try need foods with your child.

About the time they have some teeth and are chewing when you put food in their mouth (not just swallowing it)
Actual age differs with every baby.
