Coming from someone who's been there twice and studies the language and culture: Japanese are not perverted, they are mearly very desensitized to nudity and sex. They don't care if 2 kids are screwing on the sidewalk, they just ignore it and move on. They are not bothered by nudity or porn. It's as normal to them as business suits and the evening news. here in the US, we shelter kids from things because we are one of the only cultures with the "cult of the Child" meaning we sugar-coat everything for them, then unleash them on a world radically different than the one they thought it was.
To answer your question, no, they are not stereotypically perverted, they just don't care. Women are very perverted as well in japan, so there!

Most stereotypes originate in SOME degree of truth! From what I hear, most Japanese guys ARE pervs...come to think of it, most guys everywhere are. If they WEREN'T, why would porn be such a thriving industry???!
