cotton candy cones aren't the same as ice cream cones...they are just straight pieces of paper, rolled up...plain old Elmers would work

it should work to use a large triangle of paper. The point of the cone should end up being at the middle of the longest side of the triangle. I make cones out of paper all the time to do chocolate piping, but it's really hard to describe how to do it. It can be kind of tricky. Just try rolling it up, making the point where I said.

Make a circle of paper, cut a slit from the edge straight in to the exact center and stop. Now overlap the edges of the slit until the cone is the size you want, and attach it with tape.

I live in U.K. - do you mean Candy Floss? Cos there is a great site about Candy Floss Paper Cones on www. Candyfloss.com Havent got a clue what Cotton Candy is, is it a dress material?

1.Get sheets of printer papper.
2. roll it up into a tight cone.
3. tape shut at the middle of the cone.
4. enjoy

You can buy them at Sam's Club. If you are going to make them out of paper, I would use something like card stock paper because regular paper is going to be too flimsy.
