As they used to say in the Brains Trust "It all depends what you mean by" - to me, potato cakes are a fried mix of mashed potato and egg possibly with herbs or veg - not a bread. The supermarket is probably selling potato scones, which are probably a type of bread to be spread with something. Who cares what you call them - both very good to eat

OK, you make potato cakes using mashed potato and flour and I think a little egg to bind, then dry fry them in a skillet. No yeast or anything (unlike bread) and not runny like pancake batter. In fact, I'd go more for the texture of soft shortcrust pastry but without the heaviness. They are yummy :-)

Oh, and a potato cake is NOTHING like a potato scallop. So there.

Potato bread is bread. Potato cakes are usually a semi-thick kind of pancake , made from cooked potatoes and served with fish, meatloaves etc., and are usually browned in butter or deep fried. These would be considered 'potatoes'.

Potato cakes are definitely made from potato. Fresh ones are far more nurishing and tastier. Cook a pan of potatoes and when cooked leave to cool. Then flour your hands and make into rolls and flatten them to a good thickness and cook in oven until brown. A frying pan can also be used for quickness.

Potato cakes are made from mashed potatoes, flour, milk, and egg. There are 2 cups of mashed potato and only one tablespoon of flour, so they are mostly potato. You mix the mashed potato, flour, egg and milk, form it into flat cakes, and pan fry it.

What you're seeing in the potato aisle might be potato bread. I've never heard of pre-made potato cakes that you can buy! At least not that aren't frozen.
