Is this a spiritual question?
If it is then I would have to say until the cold water revives their spirit!
Some churches baptize new converts in as cold a water as they can find! A lot of churches wait until winter to baptize people! I once attended a church like this and saw many people baptized in the frozen lake in our town! It was fun to watch!

I would say until they cannot stand the freezing water and start to repent of their sins so that you can let them out!
