Honestly, if being with your family is an issue to you than the military really isn't the answer. Certainly not the Navy. But if you just HAVE TO join the Navy, your best bet would be administrative/clerical, medical, or communication/cryptologics. Even then it's not good enough to just be in the field. You'll have to do VERY well in the schools, that way you have a better CHANCE at choosing your orders, rather than getting stuck with whatever is left. Almost all rates will see a sea duty tour eventually. I've heard of extremely rare cases where a chief get's sent to their first ship. In those cases, though, they pretty much just slipped through the cracks for a long time. Don't even expect that kind of luck. If you follow through with this Navy thing, then good luck!

none. they ALL deploy. period. they ALL have a sea/shore rotation. even desk jobs work nights, weekends and holidays.
don't choose a rating based on anything other than 'what will I be happy doing for 4-6 years?' if you hate the rating, your home life will suffer no matter how often you are home.
and ratings like SK.. those are going away on shore duty.. and being replaced by civilians, so your sea/shore rotation is going to be something like 5 years sea duty followed by 2 years shore duty.

You would need shore duty. Try a recruiter, anything that will get you into a land Naval base. If you get on a ship you will be gone for like a year at a time.

Paper pushers, recruiters/ instructors & medical types. Lots of shore duty for all. Corpsmen do deploy with Marines however. For most other jobs you will rotate between sea & shore duty every few years.
