I had a litter of Queensland/Border collie pups that were all born with no tail..Ii also rescued a German shepherd that was born with bobbed tail..Her name was Bobbie!

No dog is born with a docked tail, as docking is a surgical procedure. Some dogs may be born with a natural bobtail. Rottweilers however are born with a full tail (unless they have a congenital defect resulting in a bob tail) and are docked at 2-3 days old

The vast majority of Rottweilers are born with tails. Occasionally one is born without a tail, but usually the tail is docked when the pup is just 3 or 4 days old. (A cruel and senseless practice, I personally feel).
Other than that, I can say that all the Rottie pups I've seen are colored like the adults, black except for the rusty brown legs, 'eyebrows', etc. So, I would suspect she's a mix. That's okay. She'll be a great dog anyway.

Rottweillers are usually born with tails. But I suppose there might be a mutation where your puppy could be born without one.

all dogs are born with tails, I think that it is inhumain for chop there tails off when they are a week old. It is illigal in other countrys and from what I hear will be soon here in the USA

Sounds like the people you got her from don't deserve to have her in their lives anyway if they have to make up stories like that. No..rotties aren't born tailless..they are docked or cut off. Is her mouth black or pink ? She sounds like she is probably a mixture(I think they are better that way anyway). Rotties have a extreme sestibility to parvo virus so even if she's vacinated be sure if she's exposed or even if you think she has to give her a booster shot(I've seen too many lost because pleople didn't know) Good luck with her.

No, tehy have long tails, but normally the breeder cuts it off at 8-10 days of age. It is purely stetical and mandatory if you want your dog to participate in shows or exhibitions with a juror.

Any dog born without a tail is a birth defect. tails are cut off of certain breeds when they are puppies for different reasons the same way dogs such as dobermans have their ears clipped or trained to stand up. but if your pup was born without her tail as the person who gave her to you claims then it is the result of a birth defect.
