Go apply for a duplicate title if you're absolutely sure it's lost in the mail.

No. The owner needs to get a title. Then you need to get a bill of sale and then go to your DMV to get a title in your name. You won't get a title till you pay taxes on the sale. The state wants their share of money before you get your title.

i would say call your locial DMV office or the state dep of tran.you may need your cars VIN # handy
