Okay, you asked for it.
First, I know you are Pagan.
Second, if you attempt to work magic to harm another it will re-bound against you.
Third, if you attempt to work magic to help another and it does not go against God than I believe it is far more of a prayer than magic.
Fourth, if someone is attempting to work magic against you for your harm than the following will work, but it may only work if you believe in God and in His son Jesus Christ.
Otherwise they are just words that will mean nothing to you.
It is up to God whether or not He will answer your prayers.
You must believe in something before it can work.
Paul exorcised a spirit of divination and fortune telling in Acts 16:18 by stating "I order you in the name of Jesus Christ to come out of her".
Jesus in Matthew 8:32 simply ordered the demons in 2 demoniacs that came out of some tombs to "Go".
The demons, who were named Legion, then went into a herd of swine (pigs) and the herd of swine couldn't stand them and drowned themselves.
I have actually done quite a bit of research on this and this is a prayer that the Holy Spirit promped me to write one day.
I believe you shall find that it is very explicit, complete and biblically accurate.
The reason it is in this form is because if you study both legal writing and writing from more than 100 years ago you will find that there were very few punctuation marks.
That is because the ENTIRE thought must be put in one sentence.
Not only what you want done but how you want it done and all other components in one complete thought comprised in one sentence.

We thank you for descending into Hell after you died, for our sake and the sake of all the souls under Heaven who have ever lived and who shall ever live. We thank you for breaking the power of Hell that was over us and defeating Hell and the devil, the evil one, Satan and Lucifer who was once the first and brightest of the angels; who disobeyed God and turned against Him and who was given, until that time, power, dominion and authority over Hell and over all the earth.

I know of no one verse that counter acts a witches spell, but reading the Bible and praying to God in the name of Jesus Christ will work.
When I feel an evil presence around me, I say in the name of Jesus Christ and thru the power of God I command you to leave.

Jesus Christ is Lord and Savior of the earth.
All knees will bow to His name.
Call on his name.
Even SATAN must submit to the power of his authority.
A witch is just someone who is being deceived/possessed by Satan.
I know this for a fact.

The Bible say to pray for you enemies (if they are your enemies). I would suggest the following prayer:

if you are a child of God, then simply do not give your faith to the witch or any of her/his negative energy. Why do you congress with witches, they usually don't hang where the Christians are??? And the Pagans that I know would not create ill will because of their own belief structure. I think your doing something wrong.
