"Fish" may mean seafood or sushi or both to you. I will distinguish sushi from seafood. I will also confine my answers to Manhattan.

First, seafood. There are only three restaurants to consider. The best of the best is Le Bernardin, which accounts for the two best meals I have ever eaten. Eric Ripert, the executive chef, is a genius with seafood (I can still tast the flight of fluke ceviche). Please note the price (well in excess of $150-$300 per person including wine) and the dress code (jacket required for men). Next is Aquagrill. For my money the best seafood value (under $100 per person with wine is possible). Creative dishes and reasonably priced wine list with a relatively casual atmosphere. The other choice is Esca. Part of the Mario Batali empire, I list it on reputation alone because I have not yet eaten there. Known for very simple preparation. Please note that I have not included some Greek establishments (Periyali, Estatoria Milos, etc.) because for their prices I would rather go to Le Bernardin. I ave also not included Blue Water Grill (I live around the corner; good not great), Dock's (Blue Water Grill is better), Shaffer City (again, I live close by; similar to Blue Water Grill).

Next, sushi. Sushi Seki is the best I have ever had, combining freshness and creativity. Many claim Sushi Yasuda for traditional sushi; I have not yet been. I was also amazed by Jewel Bako. Nobu is great for creative Japanese food, but it is not (and shouldn't be) a sushi destination, and pales in comparison to the other places I've mentioned. A special mention for Masa ($350 per person, not including tax, tip or alcohol).

Downtown Manhattan on Water Street. Talk about fresh...just a block away they are unloading boats of fresh fish at the docks.
