I have a BP gas card that happens to be a Visa BP gas card. I cannot use it for anything else but gas and yes u get cash back. It is worth getting one if you are able to do so as it pays big time. I am sorry I am not familiar with Phillips 66 gas.

Yes if the Gas owner is known to you.
The method is he will collect the gas in his container and keeps it.
He pays you cash for the gas he got using your card.
