It provides people with the basics so that they can work to meet their other needs. Ex. They help with shelter, giving a person an address allows them to apply for a job. Thus, they empower others, but also allow self-sufficiency and self-determination, meaning that although they help, the person still makes the decisions and needs the motivation to change.
