Some people dont have a sense of humor or are overly sensitive. So those people stating they are being sarcastic are reassuring them that they have nothing to worry about and it was just a joke. Also, not to make themselves look like an *ss. Well.. for me anyway

I know some people that even when I am speaking aloud, I need to add a caveat "I said sarcastically," since they cannot pick up on the tone of voice. Online, there are no tone-of-voice clues, so it may be necessary.

Sarcasm is usually conveyed in a person's tone of voice. Since "tone of typing" is much harder to interpret, people will sometimes mention that they are being sarcastic to help clarify their point.

Because it's hard to convey one's real emotions in script. If I say, "I love hippies" people may actually believe I love hippies, when really I hate them. Sarcasm in writing, can often be interpretted two ways, which is why it's helpful to say so.

Well, when we're writing/typing, you can't hear our voices and can't tell that we are being serious or not. *shrug* The answer guy was mostly just_trying_to be a jerk.
