God doesn't want to have to force us to come to Him, to love Him, or to follow after Him. He doesn't want to control us like dogs on leashes. He want us to love and obey Him out of our own choice and love for Him. That develops out of taking time to establish a personal relationship with Him.

Are we to continue as dull as animals that must be forced to obedience? Shall we give up simply because we do not seem to get this guidance as quickly as we would like? Have we not figured out by now that the promises are inherited through faith and patience (Hebrews 6:12)?

God is comparing the wicked ones to unreasoning animals as contrasted to the righteous ones in vs 10,11 of the same chapter they are so wrapped up in their evil deeds to reason out that here is a higher one to answer to as david did who saved him from the wicked ones pursuing him with out cause Gorbalizer

It means don't make God lead you by the nose. Think for yourself. Read the scriptures yourself and use your power of reason.

Don't be a fool and be stubborn.
Listen for the wisdom and it will come to you.
If you are wicked or foolish you will be controlled.
Without getting really into it, listen more and He will guide you.

I think it means to think for yourself and don't allow yourself to be led around by the nose. But of course that isn't very religious now is it?
