Dogs can be allergic just like people--to weeds, trees, molds, dust mites, fleas, etc.
Dogs with flea allergy can break out and itch themselves to death just from one flea bite, so even if you don't see fleas they can be the culprit. Rule them out by using a good topical flea preventive like Frontline, Advantage, BioSpot etc.
Dogs can also be sensitive to various proteins in their food, such as soy, wheat, even beef. Unfortunately the only way to determine a food allergy is by a food trial where the dog gets NOTHING but one certain food, usually purchased through a vet because it has to be a 'novel protein', meaning something that they have never eaten before. It's a pain to do and requires a lot of time and effort.
You can give Benadryl (drug name: diphenhydramine), up to 1 mg per pound of dog (i.e. a 25 lb dog can take a 25 mg tablet). This will really help the dog feel more comfortable. Feel free to call a vet for advice, many will give you some tips over the phone.

Where is she scratching? My dog had a bad bottom rash for a while. It was fleas though I never saw them. I switched her flea meds (don't want to say the brands but both brands are sold only at the vet--over the counter stuff doesn't work) and she stopped trying to bite her bottom.

A year later my dog then began trying to scratch her sides a lot, rubbing against furniture/walls. Turns out it was allergies. My vet told me I could give my dog benadryl (I use the generic pills mixed w/ canned meat or in a piece of cheese). The dosage depends on the size. W/in a week she stopped trying to scratch her sides. Some dogs sneeze and get red eyes w/ allergies, but others just feel itchy. Hope this helps.

It could be mange which is a rash caused by a parasite that gets under the skin. Take her into a vet. They'll usually give her a bath with some special soap or prescribe the soap for you to do it yourself that will clear the mange up. Get it taken care of quick, though, because it can get really bad and cause a staph infection.

They could be chigger bites.Have you tried, just in case, to get a flea collar? Maybe if you give her a bath. And the rash could very well be from the grass and the tiny bugs hidden inside. Maybe the bugs could be a few ants?

my dog does the same thing..... i found a rash under arm that sort of spread to his chest.. we took him to the vet and he told us it's just bug bites from playing outside and in the creek. if you're really worried, take him to the vet... it could be a number of things. we were told to put some Off! on him before we go outside.... so i spray it on my hands and rub it on him where the bugs were getting him... and i gave him a bath with doggie shampoo that has oatmeal in it. that seemed to help. but yeah, that's something that your vet will have to look into if it persists... it could be a number of things... and it's better to be safe than sorry!

Could be from the grass. I found that my lab's are prone to have very sensitive skin. We use oatmeal pet shampoo to help relieve the itching and dry patches/rash.

Could be from the food she's eating. Or she might just have a skin iritation. Take her to the vet right away and they'll get to the bottom of it.

my dog has same issue the gromer said its cuz of the dog food. most componys process a new way that takes out a lot of the natrual oil in the food so switch to purina science diet or give your dog a tablespoon of extra vrigin olive oil or codliver oil every 2 or 3 days and they will be fine just bad dandruff

it could be from grass b/c my dog has the same thing.. little red bumps all over his stomach... Its not fleas either and I know its not mange... My husband also thinks its from the grass
