because loitering can be an easy excuse for casing a the scene of a future crime. One would imagine that early on people saw a correlation between people just standing around a particular area and the crime rate in that area.

Because, for example, if a group of teenagers are hanging around in front of a store for a long time, they are getting in the way of the people trying to get in and out of the store. They most likely are making noise and disrupting people. And it doesn't look so great for the store owner to have this group of people hanging out there, it's a store front, not a "hang out" place.
Also, in the instance of homeless people, choosing a place to just stand and talk all day... whatever business or homes they are infront of, those owners do not want a bunch of people hanging around there.

It's kind of a bogus arrest. But having that law allows the police to approach you and question you for other crimes. If the police start to harrass you they have a defense as to why they stopped you in the first place. Well he was loitering, so we questioned him as to why he was standing around and that's when we noticed....

It interferes with businesses, the person loitering may be a truant, and could be confused for someone partaking in another criminal activity. It's an inconvenience.

It can deter customers from shopping or visiting a place of business. Many people might find a person, or a group of poeple, hanging around a place of business, or any public place, intimidating.
Also, if someone hanging around a business gets hurt, it becomes a liability for the business owner.
