Prowling means hiding and sneaking around at a time and in a way not usual for a law-abiding citizen.

It also infers that someone who is 'prowling' is up to no good and canvassing areas in which to do unsavoury deeds such as theft. Further it infers that the person who is 'prowling' is moving about in a cat-like way reminiscent of a cat stalking it's prey. It also means that this kind of moving about means they won't get caught. Which again brings up the 'up to no good' concept.
