Is he vaccinated??
Dogs cough for a variety of reasons, some of which can be serious in themselves and others that are signs of an underlying problem. Internal parasites, heartworm disease, distemper, fungus diseases, tuberculosis, allergies, and pollutants such as cigarette smoke can cause dogs to cough.
Bring him to the vet.
Coughs are triggered by irritants in the air passages and can be characterized as dry and hacking; moist and bubbly; gagging; wheezy; harsh; or weak. It can be frequent, chronic, or intermittent, and is often self-perpetuating as it dries the throat and leads to further irritation
BTW -Kennel Cough is a dry, honking kind of cough, along with inflamed eyes and a crusty nose. It does not produce phlegm.

has he been vaccinated? If not then get him to a vcet right away as it might be any number of potentially fatal diseases. One has to wonder why anyone would not take a pup with these symptoms to a vet right away in any case instead of posting here and expecting someone to cyber diagnose your sick puppy.
BTW kennel cough is NOT just like us having a bad cold, it is a potentially fatal disease.

It could be tonsillitis,or bronchitis, both of which need antibiotic treatment from the vet.My Beagle used to get it all the time when he was a pup,but eventually grew out of it.Or,the pup could have something caught in his throat,Either way,you need to call a vet.

1st check for any items lodged in the throat if you see nothing it could be kennel cough, if you think they have this dont worry too much its just like us having a very bad cold, my dog has just got over it, my vet told me its best to do nothing except rest him and make sure he has plenty of clean fresh water, antibiotics only slow down the recovery time like in humans it doesnt cure only prolong, so just rest and water and food when he feels like it.
