Yes. Any person who knowingly and willfully resist, or oppose and officer while he is doing his legal duty, is violating the law.

In new york it's usually obstruction of governmental justice and is a misdemeanor.... judges do not look favorably on people interfering with law enforcement or fire fighters and expect the maximum penalty.

depends on the situation, consecuences, and country/state you are in. usually it is a crime that might lead to jail.
