Permanent members are the only members who can veto actions by the UN. The UN is not a democratic body in that the permanent members are the only members who can actually authorize the UN to do anything.

Thanks for the clarification, Lady, that is what I meant by permanent members control the Security Council.
One veto by a permanent member kills any further action. Nay votes are counted but a veto is final. And, it only takes one.
