It is common practice to test newborns of mothers that show up at the hospital in labor with no history of prenatal care. The hospital wants to make sure that the babies have the best start possible and to rule out drug use of the mother. Many of these tests are done for diagnostic reasons only. If the hospital suspects drug abuse and that the infant may be in danger and must be taken away from the mother then special tests are performed on meconium instead and forensic procedures are followed in case the situation goes to court.

The only reason a Doctor would drug test a newborn is if he has suspected that the parents were using drugs while the mom was pregnant. They may suspect that the baby is addicted to drugs.

If you've been to this hospital before for anything drug related.
If the father has been to this hospital before for anything drug related.
If the doctor sees signs or symptoms of withdrawal in the newborn.
If there's an unknown condition or situation going on with the child and the doctor is trying to rule everything else out to come to some sort of decision or diagnosis.

if the mother has a history of drug use, then the baby will be checked. sometimes with drug use during pregnancy, problems can appear later in the child. this will help the doctors provide appropriate health care for the child.
note: if social workers/counselors/case-workers are involved, and the test is positive, there is a major chance of having the child taken away from the mother.

Could be a number of things, high heart rate, low birth rate, trouble breathing etc. My twins were given drug tests at birth, they were preemies and I think they just wanted to make sure I hadn't caused it. They knew prior to birth they would be early etc but I guess wanted to rule something out. Its not a big deal. Some hospitals just want to be safe
