Ninth Commandment: Thou Shalt Not Bear False Witness
There is a question of just what 'bearing false witness' is supposed to entail. It seems as though it might have been originally intended to prohibit lying in a court of law. For the ancient Hebrews, anyone caught lying during their testimony could be forced to submit to whatever punishment would have been imposed upon the accused - even including death. The people who wrote the bible knew that without lies their religion could never be perpetuated!
False witness is slightly different. That involves lying about what you have seen, and since none of the founders of religion ever actually 'saw' any proof to support (or discredit) their teachings, they were free to lie about it without 'bearing false witness.'

It doesn't make any difference what order the ten commandments are in; if you look at the ten commandments you will notice that there is a theme running through them. That theme is love, which Jesus showed all of us when he came to earth and sacrificed his life so that we might live and be able to go to heaven, because in the end, God realized that man could not follow all of the ten commandments perfectly, since they were not perfect. Jesus was the only one who followed every one of the ten commandments. So, when Jesus died, he said that the old laws had been done away with and that the new laws were Love God and no other gods, and love your neighbor as yourself, which covered all the commandments. If you love God, you will keep the Sabbath, not worship other gods and not take God's name in vain. If you love people, you will treat others the way you would want to be treated.

Sometimes it is necessary to lie. If you were hiding Jews during the Nazi occupation, would you hand them over when the Nazis asked if you had any Jews in the house or would you lie? Which do you think is more moral?
I think lying should only be used under circumstances like this, where the truth given to the wrong people can get someone else hurt, but the Bible shows in several places that lying or disobedience to authority is acceptable under certain circumstances. Breaking one Biblical law in order to avoid a much greater offense is called the principle or doctrine of double effect.

Interesting question, except that your logic is flawed. There is nowhere in the Bible that states the ten commandments were put in order of importance and even if they were they are all considered to be of equal sin because all sin is equal in God's eyes.
